    Does inward foreign direct investment boost the productivity of domestic firms?

    Are there productivity spillovers from FDI to domestic firms, and, if so, how much should host countries be willing to pay to attract FDI? To examine these questions, we use a plant-level panel covering U.K. manufacturing from 1973 through 1992. Consistent with spillovers, we estimate a robust and significantly positive correlation between a domestic plant's TFP and the foreign-affiliate share of activity in that plant's industry. Typical estimates suggest that a 10-percentage-point increase in foreign presence in a U.K. industry raises the TFP of that industry's domestic plants by about 0.5%. We also use these estimates to calculate the per-job value of these spillovers at about Ā£2,400 in 2000 prices ($4,300). These calculated values appear to be less than per-job incentives governments have granted in recent high-profile cases, in some cases several times less

    Evaluating some computer enhancement algorithms that improve the visibility of cometary morphology

    The observed morphology of cometary comae is determined by ejection circumstances and the interaction of the ejected material with the local environment. Anisotropic emission can provide useful information on such things as orientation of the nucleus, location of active areas on the nucleus, and the formation of ion structure near the nucleus. However, discrete coma features are usually diffuse, of low amplitude, and superimposed on a steep intensity gradient radial to the nucleus. To improve the visibility of these features, a variety of digital enhancement algorithms were employed with varying degrees of success. They usually produce some degree of spatial filtering, and are chosen to optimize visibility of certain detail. Since information in the image is altered, it is important to understand the effects of parameter selection and processing artifacts can have on subsequent interpretation. Using the criteria that the ideal algorithm must enhance low contrast features while not introducing misleading artifacts (or features that cannot be seen in the stretched, unprocessed image), the suitability of various algorithms that aid cometary studies were assessed. The strong and weak points of each are identified in the context of maintaining positional integrity of features at the expense of photometric information

    Observation of Neutrons with a Gadolinium Doped Water Cerenkov Detector

    Spontaneous and induced fission in Special Nuclear Material (SNM) such as 235U and 239Pu results in the emission of neutrons and high energy gamma-rays. The multiplicities of and time correlations between these particles are both powerful indicators of the presence of fissile material. Detectors sensitive to these signatures are consequently useful for nuclear material monitoring, search, and characterization. In this article, we demonstrate sensitivity to both high energy gamma-rays and neutrons with a water Cerenkov based detector. Electrons in the detector medium, scattered by gamma-ray interactions, are detected by their Cerenkov light emission. Sensitivity to neutrons is enhanced by the addition of a gadolinium compound to the water in low concentrations. Cerenkov light is similarly produced by an 8 MeV gamma-ray cascade following neutron capture on the gadolinium. The large solid angle coverage and high intrinsic efficiency of this detection approach can provide robust and low cost neutron and gamma-ray detection with a single device.Comment: 7 pages, 4 figures.     We report a novel experimental technique to investigate ultrafast dynamics in photoexcited molecules by probing the third-order nonlinear optical susceptibility. A non-colinear 3-pulse scheme is developed to probe the ultrafast dynamics of excited electronic states using the optical Kerr effect by time-resolved polarization spectroscopy. Optical heterodyne and optical homodyne detection are demonstrated to measure the third-order nonlinear optical response for the S1 excited state of liquid nitrobenzene, which is populated by 2-photon absorption of a 780 nm 35 fs excitation pulse.Comment: 12 pages, 4 figures.     This paper describes the development and application of a dynamic financial appraisal software model, known as the Financial Planner for Macadamia. This whole farm financial model for macadamia farming integrates both the investment and financing decisions of project appraisal into a single software package. This enables the viability of potential investments to be evaluated in terms of net present value and internal rate of return, as well as the most appropriate financing options to ensure sufficient cash flows over the life of a project. Investment scenarios can also be directly compared and sensitivity analyses undertaken to provide further insights into the robustness of potential business scenarios over time. The Financial Planner for Macadamia was developed in response to the limited tools available to assist farmers, investors and financiers to make objective investment decisions in the Australian Macadamia Industry

    This paper describes the results of the working group investigating the issues of empirical studies for evolving systems. The groups found that there were many issues that were central to successful evolution and this concluded that this is a very important area within software engineering. Finally nine main areas were selected for consideration. For each of these areas the central issues were identified as well as success factors. In some cases success stories were also described and the critical factors accounting for the success analysed. In some cases it was later found that a number of areas were so tightly coupled that it was important to discuss them together

This chapter discusses the diagnosis of heart failure and treatment challenges faced by ACHD specifically addressing when to initiate mechanical circulatory support versus heart transplantation. It is evident that the ACHD population presents with a variety of unique challenges and considerations that still need to be explored. Addressing each of these issues will vastly change and improve how ACHD patients are approached from a treatment standpoint and ultimately provide more advantageous clinical options that can successfully handle the complexities presented by this population

    Ultrafast Dynamics of Excited Electronic States in Nitrobenzene Measured by Ultrafast Transient Polarization Spectroscopy.

    We investigate ultrafast dynamics of the lowest singlet excited electronic state in liquid nitrobenzene using ultrafast transient polarization spectroscopy, extending the well-known technique of optical Kerr effect spectroscopy to excited electronic states. The third-order nonlinear response of the excited molecular ensemble is measured using a pair of femtosecond pulses following a third femtosecond pulse that populates the S1 excited state. By measuring this response, which is highly sensitive to details of the excited state character and structure, as a function of time delays between the three pulses involved, we extract the dephasing time of the wave packet on the excited state. The dephasing time, measured as a function of time delay after pump excitation, shows oscillations indicating oscillatory wave packet dynamics on the excited state. From the experimental measurements and supporting theoretical calculations, we deduce that the wave packet completely leaves the S1 state potential energy surface after three traversals of the intersystem crossing between the singlet S1 and triplet T2 states
